中塞合作简介

近年来，中塞经贸合作渐入佳境。双边贸易快速增长。根据中方统计，2020年中塞双边贸易总额21.2亿美元，同比增长52.3%；其中，中国出口16.2亿美元，同比增长57.3%；进口5亿美元，同比增长38%；从中东欧17国范围看，中塞贸易总额和出口增幅均居首位，进口增幅居第二位。据塞方统计，2020年中国是塞尔维亚第三大贸易伙伴；中国是塞尔维亚第二大进口来源国，占比12.5%，比2019年份额提高3.1个百分点；中国是塞尔维亚第17大出口市场，比2019年提升了2个位次，占比1.9%。

在工程项目合作领域，中资企业在塞项目数和金额一直处于中东欧地区前列。2020年以来，中国企业克服新冠疫情的影响，各项目继续稳步推进。作为中塞经济合作的旗舰项目，匈塞铁路贝尔格莱德—旧帕佐瓦段左线全线通车。E763高速路部分路段和贝尔格莱德绕城路S4标段等项目进展顺利，鲁马快速路签订商务合同并顺利开工。中塞轨道车辆合作谅解备忘录签署，为中国高速机车进入塞尔维亚提供条件。中、塞和法三方首次在贝尔格莱德地铁项目展开合作。

【世界知识】中塞关系：机遇与干扰因素

2月26日，塞尔维亚第一副总理兼外长达契奇访华，这是发生新冠疫情以来中方接待的第一位外方外长。10月12日，中共中央政治局委员、中央外事工作委员会办公室主任杨洁篪访塞，此系中国高层对中东欧国家的年内首访。在百年未有之大变局向纵深发展、新冠疫情仍在全球肆虐，以及国际形势不稳定、不确定性增多的背景下，中塞高层实现年内互访意义重大，双方就高质量共建“一带一路”达成的广泛共识影响深远。

中国和塞尔维亚传统友谊深厚，两国关系历久弥新。近年来，在两国元首的战略引领和亲自推动下，务实合作成果丰硕，双方关系实现跨越式发展，达到前所未有的高水平。2016年，双方决定在2009年两国宣布建立战略伙伴关系的基础上，将双边关系提升为全面战略伙伴关系。2017年，塞成为首个对中国实行免签的欧洲国家。2019年，中国成为塞第一大游客来源国；同年两国首次举行警务联巡、特警联演。河钢集团塞尔维亚公司自2018年起保持塞第一大出口企业。中国则连续四年为塞第三大进口贸易伙伴。

两国人民彼此怀有特殊的、跨越时空的感情。在20世纪30-40年代，中国人民同南斯拉夫人民遥相呼应，在东西方战场英勇抗击法西斯侵略。在南斯拉夫社会主义联邦共和国期间，两国的友谊不断加深。改革开放后，南斯拉夫成为中国的重要学习对象。1999年北约轰炸南联盟时，中塞两国人民用鲜血和生命铸就特殊友好感情。2016年，两国元首决定在中国驻南联盟被炸使馆旧址上建立中国文化中心。

双方高层保持战略互信，坚定支持彼此核心利益和重大关切。两国本着相互尊重、平等相待、互不干涉内政的原则，坚定维护联合国宪章宗旨和原则，维护以国际法为基础的国际秩序，在重大问题上持有相同或相近立场。在科索沃问题上，中国尊重塞主权和领土完整，赞赏塞为寻求该问题政治解决所作的努力，主张在联合国安理会相关决议框架内，由当事方通过对话达成彼此均可接受的方案。同样，塞坚定奉行一个中国原则，承诺不与台湾当局建立任何官方关系和进行任何官方往来。在香港国安法问题上，塞成为第一个表态支持的欧洲国家。此外，双方在联合国等国际组织和机构中相互配合，在重大国际和地区问题上重视和照顾彼此关切。

两国坚持发展是第一要务，尊重和支持彼此的道路选择。近年来，双方以基础设施建设合作为重要抓手，聚焦和拓展务实合作。匈塞铁路、贝尔格莱德跨多瑙河大桥、E763高速公路、科斯托拉茨电站改扩建、河北钢铁集团收购塞尔维亚斯梅代雷沃钢厂等一批重大项目先后落地，玲珑、美达、延锋等中国企业在塞投资合作取得积极进展。10月21日，匈塞铁路塞尔维亚贝尔格莱德至泽蒙段左线建成通车运营。中塞诸多项目合作不仅是中国—中东欧国家合作的标杆，也是中欧合作的典范。新冠疫情发生以来，两国各层级密切沟通、联合抗疫。先是塞以多种方式第一时间声援中国，后是中方向塞派出抗疫医疗专家组，提供口罩、呼吸机、防护服等紧急物资援助，协助建立病毒检测实验室。此外，双方始终充分理解和尊重彼此选择的道路，历史背景、社会制度、意识形态、发展模式的差异没有成为发展国家关系的障碍。

从未来发展看，中塞关系充满发展机遇，也不可避免面临一些挑战。其中最大的干扰因素是美国。过去一两年来，美国全面“重返”巴尔干，积极介入北马其顿国名更改、塞尔维亚和科索沃“关系正常化”、波黑是否加入北约等关乎地区和有关国家稳定的重大议题。特朗普不仅任命驻德国大使格伦内尔兼任塞科谈判特使，而且多次致信塞科领导人，并推动塞科双方于9月4日在华盛顿各自签署“经济正常化”文本。借用该文本，美国不仅加大了对塞资金投入，而且试图影响中企特别是5G领域在塞投资。在中美战略竞争加剧和全球政经格局调整的背景下，维护中塞关系稳定的大局以及推动两国合作不断提质升级有着特殊的意义。从塞方看，其“四支点平衡外交”（欧盟、美国、俄罗斯和中国）短期内不会改变，但对外政策面临的压力会越来越大。对此，我们应有清楚的认知和沉着的应对。

Greater focus on economic diplomacy in coming period

Belgrade, 5 January 2021

Minister of Foreign Affairs Nikola Selakovic 塞拉科维奇stated today that the unchanging features of Serbia's foreign policy are the preservation of peace and stability in the region, European integration, dialogue on Kosovo-Metohija and the development of regional relations.

In an appearance on TV Pink, Selakovic highlighted the care for compatriots同胞in the region and the diaspora散居在外的人as a special priority of the Ministry, as well as economic diplomacy.

He added that over the past six years Serbia recovered economically and changed its economic face.

We should engage more in economic diplomacy. We have something to trade and something to sell. We have 103 diplomatic representative offices abroad and the Ministry of Foreign Affairs should be one of the main promoters of Serbia, the Minister underlined.

At the moment, Serbia has 32 vacancies for diplomatic representatives abroad, as well as three vacant managerial positions at cultural centres abroad.

Speaking about Serbia's friends abroad, the Minister said that owing to a serious, wise and visionary policy, our country has friends it can turn to in difficulttimes and when it needs help, but that now Serbia can also help others, which has not been the case until now.

He referred to traditionalfriendships with the Russian Federation and China, the countries on the African continent and from the Arab world and with Hungary and Cyrus in the European Union.

We should try to build serious partnerships in the international community, Selakovic noted and added that Serbia is trying to do that with the countries from the West, particularly highlighting the relations with the UnitedStates of America, on whose improvement the new Ambassador Marko Djuric is working hard.

Memorandum on procurement采购of vehicles, continuation of intensive cooperation with China

Belgrade, 6 January 2021

Minister of Construction, Transport and Infrastructure Tomislav Momirovic signed a Memorandum of understanding on cooperation for railway vehicles with Ambassador of the People's Republic of China to Serbia Chen Bo.

This memorandum, signed between the Republic of Serbia, Srbija Voz and China Railway International Co., LTD and CRRC Corporation Limited, agreed on cooperation and set the basis for the potential procurement采购of electric trains for speeds of 200 km per hour, for the needs of the organisation of passenger traffic on the future high-speed line Belgrade Centre-Novi Sad-Subotica.

Momirovic expressed gratitude for the overall support that the People's Republic of China provides for the efficient and timely implementation of transport infrastructure projects, which are currently being implemented in our country.

The ambassador underlined that the Chinese and Serbian sides have made great efforts in order for the project of building the Belgrade-Budapest high-speed railway to progress continuously, normally and stably.

The signing of the Memorandum opens a new space for our cooperation in traffic. China has the most developed technology in the production of high-speed trains, and Chinese companies are ready to share their high technology with Serbian partners and give their contribution to the economic development of Serbia, she said.

Serbia committed to advancing overall cooperation with China

Belgrade, 30 October 2020

Minister of Foreign Affairs Nikola Selakovic received today Ambassador of the People's Republic of China to Serbia ChenBo, who congratulated him on taking up his new duty.

On that occasion, Bo handed over a congratulatory message sent to Selakovic by State Counsellor and Minister of Foreign Affairs of the People's Republic of China Wang Yi, on the occasion of taking office.

The officials expressed mutual satisfaction with the extraordinary relations between the two countries and readiness for further enrichment of the comprehensivestrategicpartnership.

Selakovic congratulated China on the successful fight against COVID-19, and reiterated his gratitude for the overall help of the government of that country, Chinese provinces and companies, and especially the huge help of the Chinese people to Serbia.

It was agreed at the meeting to further intensify cooperation within the "Belt and Road" initiative, as well as the China-CEEC cooperation mechanism ("17 + 1"), to which our side attaches great importance.
